Unpacking the racialisation of migrant and Romani minorities in Portugal

Abstract: Partly triggered by the Black Live Matters movement and by international debates on racism and discrimination taking place in the United States, the European Union developed for the first time in 2020 a “EU anti-racism action plan 2020-2025”, to complement the better-rehearsed EU Roma policies and plans, which have been in place since the early 2010s. Against this background, this presentation is concerned with unpacking the entanglements between racialized, ethnic and migrant status grounds for targeted policies, with a focus on Romani minorities, in the case of Portugal. By looking at how the category-making of minorities in Portugal has developed over the past decades in law, in policies and in practice, and by drawing upon interviews and with policy makers, activists, and social workers, the findings shed some light on the working of whiteness for the construction of a Portuguese national identity that serves as benchmark for ‘integration’ and is built in opposition to specific racialised and migrantised categories of the ‘other’.
